No, the basic Xbox Game Pass (for Console or PC) does not include Xbox Live. Only Xbox Game Pass Ultimate does.
I've had Xbox Game Pass Ultimate for a year now, and it includes everything: Xbox Live Gold, access to tons of games, and even EA Play. Worth every penny!
Short answer: Yes, but only with Game Pass Ultimate. The basic Game Pass for Console or PC doesn't include Xbox Live.
