Yep, training does level up your dwellers in Fallout Shelter, but not in the way you might think! Training improves their SPECIAL stats (Strength, Perception, Endurance, Charisma, Intelligence, Agility, and Luck), which makes them more efficient in their jobs and exploring the wasteland. It doesn't increase their overall level (like from level 1 to 2), which only happens through experience in their jobs or surviving incidents.
