Yup, Ubisoft Connect does indeed work on the Steam Deck. You've gotta manually install it, but once you do, it's pretty smooth sailing. Since the Steam Deck is basically a handheld PC, you can run Ubisoft Connect on it and play your favorite Ubisoft games that you’ve bought there. Just think of it as carrying a mini PC around.

Nope, don't bother. Steam's got plenty. Why complicate things with more launchers? Stick to the Steam library; it's vast and varied enough.

Short answer: Yes, but it requires a bit of setup. Ubisoft Connect isn't directly supported through the SteamOS interface, but since the Steam Deck runs on a full-fat version of Linux, you can get Ubisoft Connect up and running with a bit of tinkering. I've done it myself and it's not too bad once you get the hang of it.
