Literally just bought some at Walmart last week. They had a few different brands, mostly Ultra Pro and Dragon Shield. Prices were decent, too.

Absolutely. Walmart's got a decent selection of MTG card sleeves. From my experience, they tend to lean towards the more generic types, but you can occasionally find some with cool designs or themes from the latest MTG sets.

Walmart? For MTG sleeves? Nah, better off looking at a local game store or online. Walmart's selection is hit or miss at best.
