Definitely not. WotC leaves the singles market to the secondary retailers. It's all about those packs and boxes for them.

They don't sell singles. But, if you're new to MTG or looking to expand your collection, starting with a deck builder's toolkit can give you a good mix, then hit up online stores or your local game shop for specific cards you want.
