Nah, Wraith doesn't actually move faster when she's using her tactical ability, Into the Void. It just looks like it cause she's all stealthy and dodging damage. But, she does get a speed boost when using her ultimate, Dimensional Rift, though it's the portal setup that's speedy, not her run speed.
Actually, Wraith feels faster during her tactical because you're probably panicking and hitting the sprint harder than usual. But scientifically speaking, no extra speed!
