Unfortunately, the Xbox 360 doesn't download games while turned off. You'll need to keep the console on if you want your downloads to progress.

Nope, the Xbox 360 needs to be on to keep downloading games. Unlike the Xbox One and newer models, it doesn鈥檛 download in standby mode.

From my experience, the Xbox 360 has to stay on to download games. It doesn't have the fancy low-power state like the newer consoles.
