Short answer: No. You need mods to up your weapon's damage. Rank ups only increase mod capacity.
As a long-time player, I can confirm that ranking up a weapon simply gives you more mod capacity, not more base damage. Get modding!
Leveling up just gives you more mod capacity so you can add mods to boost your damage. Time to get those Serration mods ready!
