Nope, doesn't make sense. Tokens usually aren't that big on their own, and Zegana's power comes from entering the battlefield with counters based on the biggest creature you already got. If your tokens are tiny, she's not going to do much for you.
From personal experience, Zegana can turn a game around when you're playing a token strategy. Had a game where I managed to buff my tokens up pretty high, then dropped Zegana. Drew a handful of cards and got a massive creature on the board in one go. It's all about timing and having the right setup.
