Not exactly! In their first big fight, Goku was winning with Kaio-ken, but Vegeta went Great Ape and it got messy. The fight was basically a draw. Later on, in Dragon Ball Super, Goku got the upper hand a couple of times, but their rivalry keeps things pretty balanced.
