Yeah, they haven't changed anything major. Still need an internet connection for most of the game modes.

As of my last playthrough, you still need to be online for a lot of content. Story Mode works offline, but expect to connect for most features.

Nope, Mortal Kombat 11 still requires you to be online for certain features like Towers of Time. Offline play is possible for Story Mode and local battles, though.
