Just have your friend navigate to the 'Friends' tab, select 'Search for Players,' and type in your PSN ID. They'll find you in no time and can send a friend request easily.

Tell your friend to go to 'Friends' on the PSN main menu, then hit 'Search' and type in your PSN username. Once they find you, they just need to send a friend request!
