Actually, byes can also be given out randomly, especially in smaller tournaments. So, it's not always about how high your DCI rating is.

From my experience, byes are a sweet deal if you can get them. They mean you can skip straight to the later rounds without having to go through the stress of the initial matches. And yeah, having a good DCI rating or winning some preliminary events are surefire ways to bag those byes.
