Foil Pokemon cards have that awesome shiny look because they're made using a special printing process! First, the card gets its regular design printed on it. Then, a layer of foil is applied to certain areas of the card or the whole surface, depending on the design. Finally, they add another clear protective layer on top to keep everything nice and shiny. It's like giving your Pokemon a sparkly armor!

Honestly, making foil cards is just putting a shiny layer on top. Not rocket science, but it makes them look cooler and more valuable. Who doesn't love a bit of bling on their Pokemon, right?

idk about the whole process but I think foil cards are just regular cards that went to a glam squad. They come out all shiny and ready to show off in your collection or battles.
