It's all about the graphics settings. Turn down those settings and watch the FPS rise. Shadows and water quality are FPS killers!

Honestly, it's probably the rig. You've gotta have a good setup. My buddy upgraded to a GTX 1080 and now he's cruising at 60 FPS no problem. If your hardware isn't up to snuff, it doesn't matter what settings you tweak.
