In my experience, PSN puts your online friends at the top and then orders the rest by last activity.

Usually, your friends list shows who's online first. After that, they’re sorted by last online time.

They’re mostly ordered by who’s online first. The people you recently interacted with in games get priority too!

It's kinda random sometimes, but generally, online friends first and then by the most recent activity.
