Honestly, it doesn't need to be a palace or anything, just slap together something that's at least 10x6 tiles and throw in the basics. NPCs aren't looking for luxury, just functionality!

In Terraria, a house needs to be at least 60 total tiles in area, but no more than 750 tiles, for NPCs to move in. This means your walls, floor, and ceiling combined. Just make sure you've got a light source, a door, a table, and a chair, and you're golden. Also, don't forget walls in the background! NPCs are picky and won't move into just any old space.

Too big and they'll feel lonely, too small and they'll get claustrophobic. Stick to the sweet spot of 60 to 750 tiles.
