Ghouls in Fallout Shelter are like uninvited party crashers; you don't get to decide when they show up. They typically attack as part of a random event when you're exploring the wasteland or as a result of opening your Vault door to let explorers back in or to accept new Dwellers. Keep your Vault busy with these activities, and soon enough, you'll have ghouls knocking on your door!

Short answer: Keep playing! Ghouls come at random, so there's no specific button to press to invite them over. The more you expand your vault and the more you interact with the world outside through explorations and accepting new dwellers, the higher your chances of facing these creepy critters.
