To set your profile picture public on PSN, just go to Settings > Account Management > Privacy Settings > Personal Info | Messaging, and set your profile picture to public. Easy peasy!

Log into your account on the PlayStation app or website, navigate to Privacy Settings, then make sure your profile picture is set to 'Anyone.' Worked for me!
