From my experience, the best way to catch someone's likes is to see what photos pop up in your mutual friends' feeds. It's sneaky but effective!
You can't directly see what someone likes anymore, but you can follow them and see what they comment on! Keeps you engaged with their activity.
Instagram removed the Following Activity tab, so now you'll just have to keep an eye on their comments and tags.
