You can unblock them by going to Settings > Privacy > Blocked Accounts and then hitting 'Unblock' next to their name.
Open Instagram, go to their profile, and hit 'Unblock.' Done and done!
Just head to your blocked accounts list and tap 'Unblock' next to the user. Simple as that!
