Here's the deal: you CAN'T. GTA 5 doesn't let you be a cop like it's a career choice. Best you can do is dress like one and pretend.

Actually, I've tried this. Just steal a police car (I know, ironic) and you can do some missions that are kinda like being a cop. Not the real deal, but it's something!

Oh, wanna switch from the dark side, huh? Well, in GTA 5, you can't officially become a cop through regular gameplay. But, there's a silver lining! You can sorta live your cop dreams by using the Director Mode. This lets you play as a cop and do some police-y stuff around Los Santos. Just remember, it's more of a 'let's pretend' scenario than an official feature.
