As someone who switched from Instinct to Mystic, I can tell you that you need a Team Medallion. Costs 1,000 PokeCoins, and you can only do it once a year.

You can't freely change teams in Pokemon Go without a Team Medallion. Buy one for 1,000 PokeCoins from the shop. Once per year limit applies!

You can change teams in Pokemon Go by purchasing a Team Medallion from the in-game shop for 1,000 PokeCoins. Just a heads up, you can only use this medallion once every 365 days!
