Head to your profile, tap the three horizontal lines at the top-right, go to Settings > Privacy > Blocked Accounts, find the person you want to unblock and tap 'Unblock'. Easy peasy!
I once blocked my cousin by accident. Just go to their profile and you'll see the option to unblock them right there!
Under settings, go to the 'Blocked Accounts' section. Find the person there and hit 'Unblock'. Simple as that!
