Head to your profile, tap the three horizontal lines at the top-right, go to Settings > Privacy > Blocked Accounts, find the person you want to unblock and tap 'Unblock'. Easy peasy!
I once blocked my cousin by accident. Just go to their profile and you'll see the option to unblock them right there!
