From my experience, place them no deeper than 100 meters. More than that and you might as well try to power your base with flashlight batteries!
In short, keep those solar panels above 100 meters if you want them to actually do something.
Stick to placing solar panels on the shallower parts of your base, ideally at depths less than 100 meters for maximum efficiency.
