Boruto got his Jougan (Pure Eye) from a prophetic dream and some mysterious guidance from the Otsutsuki clan. It's all still pretty mysterious, but the plot thickens!
In short, Jougan is a mystery wrapped in an enigma and sprinkled with Otsutsuki clan magic. It's anime logic at its finest!
Honestly, no one really knows for sure how Boruto got his Jougan. It's one of those things we're just supposed to roll with for now.
As a huge fan, I think Boruto got his Jougan due to a combination of his unique Uzumaki lineage and the interventions of the Otsutsuki clan. It's an intriguing part of the series!
