So, in Dragon Ball, the moon gets blown up twice. Master Roshi first destroys it to stop Goku's Great Ape form. Then Piccolo blows it up again in Dragon Ball Z. Each time, it seems to come back without much explanation. Maybe Kami or the Dragon Balls just thought, 'Hey, let’s bring the moon back for the tides!'
