It's Nintendo's special gibberish language designed to sound like speech without actually using real words. Though if you pay attention, it kinda mirrors the length and pacing of the text on screen.

Animal Crossing characters have their unique way of speaking known as 'Animalese'. When they 'talk', you hear a sped-up, high-pitched series of chirps and bleeps. Each letter of the text that appears in the speech bubble corresponds to a sound in Animalese, giving the impression of speech. It's super cute and really brings the characters to life!
They don't really 'talk'. It's more like gibberish sounds called 'Animalese'. Cute, but not real words.
Fun fact: If you're not a fan of 'Animalese', you can change the settings in Animal Crossing to 'Bebebese', another form of gibberish, but it's just beeps instead of the chirpy sounds.
