To age up a baby in Sims FreePlay, you need to complete the "Two and a Half Sims" quest which unlocks the ability for your Sims to have babies. After that, you'll need to use birthday cakes to age them up into toddlers. Just tap on the baby, then the birthday cake, and voila鈥攈ello, toddlerhood!

From my personal experience, you gotta complete that "Two and a Half Sims" quest first. Then, bake a birthday cake, and use it to age up your baby. Easy peasy!
