Just send them to the wasteland, lol. They'll level up or die trying. ?‍♂️ But seriously, exploring is a fast way to gain XP, just make sure you equip them well.

Dwellers level up from work and exploration. Honestly, though, the easiest way to boost their levels quick is exploring. Give them good gear and watch the XP roll in.

Fallout Shelter dwellers level up by gaining experience (XP) through their work in the vault! Assign them to rooms where their skills match for maximum efficiency. The higher the work output, the faster they gain XP. Also, sending them out to explore the wasteland helps a lot since they encounter situations that grant them XP. Don't forget to keep them happy and healthy to boost their performance and leveling speed!
