Diplomacy is key. Use trade agreements, military alliances, and join wars on their side. Once relations are high enough, propose confederation. I've turned entire realms into my empire this way!

Confederation? Just bribe them silly with gold and gifts until they can't resist merging with your awesomeness. Works every time!

To confederate as a human faction in Total War: Warhammer, you need to build strong diplomatic relationships and eventually use the 'Confederation' diplomatic option. Make them like you first!

Just make friends and click the confederate button! Easy peasy.

You gotta be the charming diplomat! Improve relations through trade, alliances, and military support, then offer confederation once you're besties.
