Just hit F3, then F8 to unlock your mouse and uncheck 'Disable Console.' Then press Enter or ~ (tilde) to open the console.

To access the console commands in Subnautica: Below Zero, press F3 to bring up a menu, then F8 to free the mouse and uncheck the 'Disable Console' option. After that, you can press Enter or ~ (tilde) to bring up the console!
