To become a Quinx in Ro-Ghoul, you need to talk to Koutarou Amon. You'll find him in the CCG base. Make sure to have 5 million Yen ready!

I became a Quinx by visiting Koutarou Amon at the CCG base and paying 5 million Yen. Totally worth it for those sweet new abilities!
