Super easy! Just open the chat with the person you want to block, tap on their Bitmoji or profile icon, hit the three vertical dots, and select 'Block'. Boom, they're gone.

You can block someone by going to their profile from your chat, tapping the three dots in the top right, and selecting 'Block'. Easy peasy.
