Try forwarding these ports on your router: TCP: 80, 443, 3478, 3479, 3480. UDP: 3478, 3479. Works like a charm for me every time!
You could also set a static IP for your PS4 and then DMZ that IP in your router settings. It's a bit more manual but super effective.
Honestly, if all else fails, I'd suggest just rebooting your router and PS4. Simple but surprisingly effective!
