Make sure both devices are on the same Wi-Fi network and have Bluetooth enabled. In Pokemon GO, go to Settings and tap on 'Nintendo Switch'. On your Switch, open Pokemon Let's Go and head to 'Open Pokemon GO Settings' to pair them.
All you need to do is head to the settings of Pokemon GO, find 'Nintendo Switch', then just follow the on-screen instructions. Remember to enable Bluetooth on both devices!
I'm not a big fan of the connection feature, but if you really want to, it's as simple as going into settings on both devices and pairing them through Bluetooth.
