I had to contact them once because of a game issue. What I did was go through their support page, found the category my issue fell under, and submitted a ticket. Got a response in a couple of days. Pretty smooth process.
Honestly, just Google 'Steam Support' and click the first link. The rest is a piece of cake.
Good luck with that, way easier to solve world hunger. Just kidding, but seriously, follow the steps on their support page, it's not that bad.
