You can create a private Facebook group instead. It's pretty much the same steps, but select 'Group' and set the privacy to 'Private' when you're setting it up.
Facebook pages can't be entirely private, but you can restrict visibility by adjusting settings under 'Settings' > 'Page Visibility.'
I've done this before! Set your page to 'unpublished' under 'Settings' until you're ready to show it off. Easy peasy!
