Hey there! To create a subordinate (or child) account on PSN, log into your PS4 or PS5 with the adult account, go to Settings > Parental Controls/Family Management > Family Management > Add Family Member > Create User. Follow the on-screen prompts to set up the account for the child, including entering their date of birth and other info. Happy gaming!
