Actually, I think you have to craft it first at a Tinker's workbench. Then place it in your C.A.M.P. I learned that the hard way after wasting too much time searching my inventory.

Deploying a repair beacon in Fallout 76 is straightforward! First, make sure you have a repair beacon in your inventory. If you do, head over to your C.A.M.P. or a public workshop. Once there, open your Pip-Boy and navigate to the 'Notes' section. Here, you should find the repair beacon. Use it, and then place the beacon anywhere within your C.A.M.P. or the workshop area.
