Just knock off the tasks in the Junction requirements, and then you get to fight a Specter to unlock it.
Did this last week. Focus on completing the Junction requirements like opening certain star chart nodes and crafting a Warframe Specter. Once done, head to the Junction and show that Specter who's boss!
