Honestly, Pinterest doesn't have the best options for searching people. Sometimes a Google search with their name followed by 'Pinterest' works better.
Just type their name or username in the Pinterest search bar and hit enter. Voilà! You'll see their boards and pins pop up if they're on Pinterest.
