You can get a Phase Specter by crafting it in your Foundry. You'll need resources, credits, and a Specter blueprint, which you can get from the Rescue missions' rotation C rewards.

Just farm Rescue missions until you get the Phase Specter blueprint as a reward. Then craft it in your Foundry. Simple as that!

I got mine by doing tons of Rescue missions. The blueprint dropped after a few tries. Good luck!
