You need to be at least 18 years old, and have high Smarts. Once you're old enough, search for the 'Flight School' option under Education. Enroll, pass the tests, and you're good to go!

First, make sure your character's Smarts are high. Go to university and major in something related to aviation or engineering. After that, you'll need to go to Flight School, which will show up as an option under Education. Pass your tests, and voil脿, pilot's license achieved!
