If you're trying to change the age on an existing account, be aware that Sony doesn't make this easy. You might just need to start fresh with a new account.
You could ask a parent or guardian to set up the account for you with the appropriate age, and then use that account.
Speaking from experience, creating a new account with an older age worked for me. Just keep in mind you'll lose any progress and purchases from the old account.
