To unlock Luigi, you first need to defeat King Boo, who's hiding behind a Big Boo painting in Big Boo's Haunt. Use Mario or Yoshi to get the key, then unlock Luigi in the character room!

Once you have access to Big Boo's Haunt, you need to find a hidden Luigi painting on the second floor. Capture the Power Flower to turn invisible and go through the mirror!
