You get them from Cephalon Simaris! Just head to any Relay, find his room (big holographic face, you can't miss it), and buy them with standing points.
Shortcut: Go to the nearest Relay and pay a visit to Cephalon Simaris. He's got all the scanners you need if you have enough standing!
In my experience, you want to prioritize upgrading your scanner with widgets from Simaris. They make scanning faster and you won't run out as quickly.
