Swim and dive. That's it.
Gotta grab a wet suit first! You can buy one from Nook's Cranny or get it from the cabinet in there. After you've suited up, just jump into the ocean and start swimming. Look for little shadows in the water and bubbles coming up - that's where you'll find your sea critters. Dive with 'Y' when you're right above them, and you might come up with something cool!
Just dive lol. But seriously, make sure it's the right season for the creature you want. Some only show up in certain months!
