Sometimes you just need to restart Steam! It will usually start updating PUBG right away after a fresh restart.

Just open Steam, go to your library, right-click PUBG, and select 'Properties.' Then, under the 'Updates' tab, make sure 'Always keep this game up to date' is checked.

You can manually start the update by going to the 'Downloads' section in Steam. If there's an update pending for PUBG, click 'Resume.'

I had this issue before - go to the Steam settings > Downloads, and click 'Clear Download Cache.' Your game should update after that.
