To get to Mewtwo in Fire Red, you'll need to beat the Elite Four and the Champion. Then, head to Cerulean City and enter the cave called Cerulean Cave (also known as the Unknown Dungeon) northwest of the city. Don't forget to bring plenty of Ultra Balls and a Pokémon with Surf!
